gphoto2.exe --port usb: --camera "Canon PowerShot A400" -P

in Config.Sys:

SET CAMLIBS=x:\GPHOTO2\camlibs
SET IOLIBS=x:\GPHOTO2\iolibs

After installation of GPHOTO copy the update over and delete all DLLs in \camlibs, except gp2canon.dll.
